**Describe the bug**
When directly dropped one BE, the Tablet balance will hang and unhealthy tablet couldn't be repaired.
The error msg is `unable to find dest path for new replica`.
The reason is `tabletCtx.containsBE` has a bug:
If one Replica Backend is null, the `tabletCtx.containsBE` **will always return true for all Backend.**
