I could reproduce this issue earlier. But after I cloned the latest netbeans from [https://github.com/apache/incubator-netbeans] , and installed the latest jdk-12, I could not reproduce the null pointer exception.
As far as (2) is concerned, in rule switch, only one case is executed even in the absence of break statement, so it is understandable that user is not allowed to change a normal switch expression to a rule switch expression. Also, the hint is visible when a break statement is not present in default case, which, again is desirable.
So, closing this bug.
