Allow website issues

hi community:

We plan to open issues in the official website repository[1], which will
help us to keep track of website-related issue (I forgot why the website
issues disabled). If you have any suggestions, feel free to discuss.

The original .asf.yaml is created by me. IIRC I copied it from Kvrocks'
site repo, where we're trying to centralize all the issues in the main repo.

Kvrocks' site repo has a section "Contact us" contains:

* Submit an issue on the main repo

But it's not the streampark's site repo case. So it's fair enough that we
turn on the issue tracker to the site repo.
