[jira] [Commented] (TS-3983) traffic_ctl should not exit if manager is not running

ASF subversion and git services commented on TS-3983:

Commit 12a693e3726343c8fea852bc76ddc30980aaa72e in trafficserver's branch refs/heads/master from [~jpeach@apache.org]

TS-3983: traffic_ctl should not exit is manager is not running

If traffic_manager is not running, traffic_ctl prints an error and
quits. This is not helpful if you just want to show the help text,
so we should swallow that error and just fail if and when an operation
is actually performed.

> If {{traffic_manager}} is not running, {{traffic_ctl}} prints an error and quits. This is not helpful if you just want to show the help text, so we should swallow that error and just fail if an operation is actually performed.
