[I] [C++][Compute] Make Grouper API more flexible [arrow]

   ### Describe the enhancement requested
   
   The Grouper API could be useful for functionality such as Pivot. However, it lacks the following functionality:
   1. ability to prepopulate the grouper without necessarily returning group ids
   2. ability to lookup keys without generating new groups for keys that haven't been encountered yet
