Can I use Form based Authentication to secure my html pages

Hi,
    I am trying to secure some of my web pages using the Form based Authentication provided by tomcat. I am using tomcat3.3a with Apache 1.3.12. I am able to restrict the jsp pages but not the html pages. Is this the way it works? If there is anything i need to set for html pages.
