- description: The statement does `SELECT true FROM namespace_plugin_rel WHERE name = #{name} AND plugin_id NOT IN (...) AND namespace_id=#{namespaceId}`. The `namespace_plugin_rel` table has no `name` column. Invoking this method throws a SQL error.
- impact: Latent (no Java caller today), but a landmine if wired up.
- suggested_fix: Remove the method, or rewrite to check existence via a join to `plugin.name`.
- confidence: High
