Servlet Dispatcher is currently unavailable

I'm using TOMCAT 4.1.24 on Linux RedHat 8...
 
When I try to reach http://localhost:8080/qc/main, I have the message:
 
HTTP Status 503 - Servlet dispatcher is currently unavailable
 
Any help ???
