Using the cc: in bug reports to keep sending updates to the mailing list

I'd like to suggest that when we take ownership of a
bug/enhancement, we put the ant-dev@jakarta.apache.org
address in the CC: list so that messages keep getting sent
to the mailing list.  This way, people can easily see what
progress (or lack thereof :-) we are making.
