Progress on CR 117 and its solution.

Hi John,

Whats the progress on the solution for CR 117? Just want to know what woden
will be providing so that I can work on the rest. As hinted in WODEN-86 will
WODEN do the IRI to URI convertion through toString method of HTTPLocation.
