I started seeing this on the night of January 8, as well. Looks like the problem is [this commit|https://github.com/apache/hbase/commit/8ed7dea3970b4053f1baa5a8590bb1aa666cd77b]; this test calls RegionStates so the change removing the draining servers seems to break things. Reverting it fixes the failure on my local machine. Ping [~churromorales] and [~tedyu].
