In [HBASE-24683|https://issues.apache.org/jira/browse/HBASE-24683] add an isolated ReplicationServer.

What this issue is to do: 
 # ReplicationServer reports to Master periodically.
 # Add a basic ReplicationServerManager in Master to manage ReplicationServer.
