[PR] HDDS-14081. Docker logs missing from failed xcompat bundle [ozone]

## What changes were proposed in this pull request?
Docker container logs are missing from xcompat bundles if any test fails. This happens because `COMPOSE_FILE` is defined locally, so it's not visible to the function in `testlib.sh`. Trying to print `$COMPOSE_FILE` in `save_container_logs` results in:
```bash
testlib.sh: line 356: COMPOSE_FILE: unbound variable
```

## How was this patch tested?
Introduced test failure (by overwriting exit code in `execute_robot_test`) and ran `test-new.sh` locally.
```bash
$ find result -name 'docker*log' | wc -l
19
```
