Rework for SM, post Release.  Eliminate code for implicit and submitted services, clean up state machine, refactor ServiceSet to separate out instance management, provide for pingers to better monitor error restart and schedule increase / decrease in services, establish controls to prevent services from overrunning system resources, etc.
