This build is already using:

'MAVEN_OPTS': '-Xmx512m -XX:MaxPermSize=128m'

Committers can check the configuration of the OpenEJB buildbot at

https://svn.apache.org/repos/infra/infrastructure/buildbot/aegis/buildmaster/master1/projects/openejb.conf

Committers also have commit rights to make changes to that file if they have ideas. Otherwise please jump onto irc
at #asftest or #asfinfra where we can talk through possible solutions.

I'll look some more in the meantime.
