IMHO very good suggestion.
1. We don't need a three digit version number - we had 4.0.0 and 4.0.1 but not
4.0.2, 4.0.3 etc.
2. Current version number gives an impression of lag behind competing project -
AOO 4.0.1 < LO 4.1.4 
3. A year version number will give a realistic expectation to amount of updates
per year.
