Apache Commons Net should be upgraded to from 3.9.0 to [3.10.0|https://commons.apache.org/proper/commons-net/changes-report.html#a3.10.0]. Version 3.10.0 incorporates improvements for NET-650, which improve proxy connection handling with delegation to a configured socket factory
