When JIRA is down for maintenance, you get a link like:

This system is currently down for maintenance. More details may be available from the ASF Public Network Status page.

The 'ASF Public Network Status' points to http://monitoring.apache.org/status/ which asks us to go to status.apache.org as that page is no longer used. Could the link be updated?
