   Enabling the strict dependency checker (BEAM-10961) revealed that we are unnecessarily making :runners:flink:1.x a compile dependency of :runners:flink:1.x:job-server. :runners:flink:1.x is not needed at compile time at all, so it can probably be a runtimeOnly dependency instead.
