   I included similar changes to https://github.com/apache/incubator-sedona/pull/635 to get the builds to work. Took a slightly different approach opting for adapting the new behavior vs using more of the old behavior.
   
   Follow on discussion: is it time to remove Spark 2.4 support? Would simplify workflows and code a bit, it's been EOL for quite a while now.
   
   Also, anything else that needs to be done to get a Scala 2.13 release, or is that just a thing that would have to be done manually during the release process?
