Seperating the Image API and the JavaRuntime API

We've discussed before the need to reduce the coupling between the Image
side and the JavaRuntime API.     Now Stuart has branched the release
candidate code I've started to make this separation real.   I'm going to
make some of the the changes we discussed on the spec list here
