I think its partially fix :)

If I am reporter of ticket than I can edit my comment in ticket, But If I added comment on a ticket that was not created by me then still I am not able to edit my comment.

Here is the reference ticket for quick reference:
https://issues.apache.org/jira/browse/OFBIZ-7079 : This ticket reported by me, I am able to edit my comment on this ticket.

https://issues.apache.org/jira/browse/OFBIZ-7137 : This is ticket is not reported by me and I am not able to edit my comment on this ticket.
