Apache Mailet Base 1.0 RC1 Available

i've cut an RC1 for apache-mailet-base. it's available at
http://people.apache.org/~rdonkin/apache-mailet-base/.

there are bound to be some changes required (for example, updating to
a released version of mailetdocs) but please give it a good review so
this release can be next in line
