rhtyd opened a new pull request #2876: PULL_REQUEST_TEMPLATE: simplify and remove unpopular sections

   This removes the section from the pull request template that is not very
   popular or filled by the PR author.

   - [ ] New feature (non-breaking change which adds functionality)

   - [x] Cleanup (Code refactoring and cleanup, that may add test cases)
   
   This is only change to the github PR template, no need of smoketests.
