   ## Summary
   This PR fixes SPI Flash on ESP32S2.
   Current implementation is now using Espressif's HAL, which 
   It also moves some options from SoC specific Kconfig to generic xtensa/espressif Kconfig, paving the way to future source code simplification by using the common directory.
   
   ## Impact
   File system mouting with SPI Flash is now working.
   
   ## Testing
   Tested with SmartFS, SPIFFSS, NXFFS and LittleFS.
   Internally tested in CI.
