Xerces-C precompiled headers do not exist upon install

The Xerces-com project is setup to use precompiled headers. However, the 
precompiled headers do not exist when the project is first installed.  You must 
first change the project settings not to use precompiled headers, compile the 
project and then change the settings back. If this is the appropriate process, 
the installation instructions should state such.
