Resolution: Invalid
This bug is no longer valid, because of the integration between Cactus and Cargo, we no longer use the org.apache.cactus.integration.ant.WebXmlIO.class, but org.codehaus.cargo.module.webapp.WebXmlIO. I am closing this bug as invalid.
