[LAZY CONSENSUS] Amendment to AIP-76: broader partition awareness

Following discussion item
https://lists.apache.org/thread/dy4rg1jkrfdpoxkhtxf8o1ogykj3wdh7 (which had
no responses), I am calling for lazy consensus on the amendments to AIP-76
documented here:
https://cwiki.apache.org/confluence/display/AIRFLOW/AIP-76+amendment%3A+broader+partition+awareness

There is no need to respond to it - unless someone wants to strongly object
and break the consensus.

The lazy consensus will be reached on Friday 2025-10-31 at 10:30am
America/Los_Angeles time.

This vote has passed.  I will update AIP-76 accordingly.
