   Yeah that's how it would be read here. "may not" = "is not allowed to". I suppose it could also be read as "may not" = "might or might not", like we're not sure whether they do, but I don't think it would generally be understood that way in the exception message.
   
   If that's all there is to it then I think we can just close this. I don't mind fixing the typo in "persistent" here but then just make this a `[MINOR]` PR and close the JIRA.
