all_spam_to not working

Hello all,

I am having trouble getting the 'all_spam_to' function to work in the local.cf file.

I have tried putting both an email address, and a domain after it, and it still filters and tags the mail as spam. This is what my local.cf file looks like:

rewrite_subject 1
subject_tag [*SPAM*]
report_safe 0
all_spam_to somedomain.com

Any help is appreciated.
