[Proposal] New access control package structure

Hi Lenya developers,

I propose to change the access control package structure
as follows to clean up before release 1.2:

org.apache.lenya.ac               General

      User, Group, IPRange,
      Accreditable, Policy, ...

org.apache.lenya.ac.cache         AC cache classes

org.apache.lenya.ac.file          File-based

      FileAccreditableManager
      FilePolicyManager

org.apache.lenya.cms.ac           CMS-dependent

      PublicationAccessControllerResolver
      DocumentPolicyManagerWrapper
      SitemapPolicyManager

org.apache.lenya.cms.ac.usecase   Usecase-dependent

org.apache.lenya.cms.ac.workflow  Workflow-dependent

org.apache.lenya.cms.ac.cocoon    Cocoon-dependent
                                   (XSP helpers)


This would require changing a lot of files, but
with IDE support it shouldn't be a big problem.
Maybe we have to stick to lenya.cms.ac instead of
lenya.ac to avoid this.

What do you think?
