HWPF status

Hi folks,

some years ago I put together that page
<http://poi.apache.org/hwpf/index.html> which describes the state of our
HWPF component. Or better, it describes HWPF's state back then. Could
someone of the more active committers please check whether it is still
up to date? Thanks!

Largely, yes. I noticed some major unicode problems a little while ago,
and I've made some progress in fixing them (half of the file format deals
in bytes no matter what, and the other half deals in characters, which
might be 1 or 2 bytes). There's still some more work needed in this area,
as judging by the odd error and bug report, some bits are still using
bytes when they mean characters, or vice versa.
