when one of the domains is linked with LDAP, even the root admin(or any other local user) cannot change his/her password from UI.
RETRO-STEPS:
1. Link one of the domains in CS with an LDAP server using the api linkDomainToLdap
2. Try to change the password of a user that is not imported from LDAP
EXPECTED RESULT :
Password should be changed successfully
ACTUAL RESULT :
Password change fails
