please be aware that although the precision is optional for temporal types the default is zero : ". If no value is specified, the temporal property has a precision of zero." So the expcetion here is correct as the code is only executed for fractional seconds bigger than 0. 

If this answer satisfies you please close the issue. In case you would like to adjust the error message lets discuss :)
