    Description: 
1. Deploy a VM in the VPC network.
2. Aquire public ip and set the PF rules.
3. Stop the VM, vm network goes into shutdown/allocated state (reduce the network gc interval, wait).
4. Once the network state changed to allocated, start the VM 
5. Once the Vm comes up, public ip on the interface is not set.
