Is AXIS-2127 resolved for 1.3?

Guys & Gals,

Does anyone know whether the duplicated "xsi:type" has been fixed for Axis 1.3? Or 1.3 beta?

I've had a look at the actual issue (http://issues.apache.org/jira/browse/AXIS-2127 ) and 
there's no fix for version.
