The new MLContext API has a significant amount of Javadoc documentation associated with it. This documentation needs to be available online for users.

A determination needs to be made where this documentation should be placed. Possibilities include the main site and the documentation site on GitHub.

In addition, these Javadocs should be included in the documentation for each version of SystemML that is released.
