Steps:
1. Create a VPC.
2. Create a tier network and VM using that network.
3. Acquire IP and enable PF/LB rule.
Obseravation:

Under Network->GuestNetworks->Click on VPC tier network->IPaddresses.
Able to view the IP address and all the configurable items in UI(firewall,PF,LB)like for normal networks.
Also user is allowed to configure the rules which results in exception
