Remove the lp_solver because of its LGPL license.
In the near future it should be replaced with CoinMP, which is under MPL
license.

Removal of lpsolve.
Removed the lpsolve directory and content.
Removed references to lpsolve.
Disabled solver: it is not built and not displayed in the calc menu.

Checked patch on Windows and Linux. Works as expected.
As already mentioned above, issue 118160 describes the second step of replacing
the lpsolve solver with one that has an Apache compatible license.
