[PR] Optionally save the key cache during drain [cassandra]
kzalys opened a new pull request, #5232:

## Summary
- add `key_cache_save_on_shutdown`, disabled by default
- save the key cache synchronously during drain when enabled
- serialize shutdown saves with periodic cache writers and preserve active-compaction accounting
- document the option and cover enabled, disabled, failure, and concurrent-save behavior
## Testing
- `ant test -Dtest.name=org.apache.cassandra.cache.AutoSavingCacheTest`
- `ant test -Dtest.name=org.apache.cassandra.db.compaction.ActiveCompactionsTest`
- `ant test -Dtest.name=org.apache.cassandra.distributed.test.KeyCacheSaveOnShutdownTest`
- `ant checkstyle`
