[~Xiaolin Ha] Do you still intend to take up this one? I agree with what you said in your comment that we can randomly choose default group servers to assign (for example when rsgroup table isn't available) and have the balancer correct it later. However, this would be a design change to the current implementation right? It would no longer be strict isolation between rsgroups but rather best effort. It would probably be good for availability though.
FYI [~apurtell] [~vjasani] [~bharathv] [~dmanning] – any thoughts/input?
