I don't understand why you don't just put the Redirect directives inside the
<VirtualHost> blocks. 

But anyway, <IfDefine> will never be able to do that.  It evaluates its
arguments at start-time, not at request-time.  See:
http://httpd.apache.org/docs-2.1/sections.html#types

If you need more complex config parsing, you can use a pre-processor like m4, or
you can look at third-party modules like mod_macro linked from
http://modules.apache.org/
