User with role distinct to administrator can kill "Active sessions"

I was asked to modify Guacamole application in order to allow other role of
user besides Administrator can kill Active Sessions.
I attached image showing problem reported by Guacamole application, but it
does not tell me how can I solve it.
Is there any solution I can follow in order to satisfy user requirement?

There is an open ticket about this regarding working with user groups and different user permissions. I just want to add that it would be great, great, great value if we could leave a user as a sub-admin for a group of users or better yet it would be if it could just kill the session of that particular group of users.
