I'm really confused why this issue was raised.

The document http://incubator.apache.org/ip-clearance/ is pretty clear that:

the receiving PMC is responsible for doing the work
the IPMC is notified that there is an IP Clearance to review and approve by lazy consensus.

Please, read the document and raise specific issues about its content.
