Actually the "hot tags" does not necessarily need to be demoted (the tags are being highlighted to show a Roller action for tags: http://rollerweblogger.org/roller/entry/more_about_the_theme) but just the phrasing changed so if a person doesn't have 30 tags because he only has a few blog entries it would still look good.  i.e., somehow use text that is neutral about the number of tags available.
