[~chrislovecnm] - if you're still actively working on your tooling, are you able to try and see if this is still an issue with the patch from [CASSANDRA-13441] applied (the upcoming 3.0.14)? We identified (and fixed) an issue in 3.0 and newer that would cause far too many migration tasks to be created - it's possible (very likely) that this is now fixed.
