IMPALA-8401: SIGRTMIN initiates the graceful shutdown process
This patch enables a user that has access to the impalad process,
to initiate the graceful shutdown process with a deadline of one year
by sending SIGRTMIN signal to it.
Sample usage: "kill -SIGRTMIN <IMPALAD_PID>"
Testing:
Added relevant e2e tests.
Tested on CentOS 6, CentOS 7, Ubuntu 16.04, Ubuntu 18.04 and SLES 12

This makes it difficult if a user wants to shut down impalad across a cluster via the shutdown command. For eg. the user would need to make sure to send the command to all executors before sending them to the coordinators. Adding a mechanism to initiate the graceful shutdown process with a large deadline by sending a SIGQUIT to the impalad process would make cluster management simpler.
