[PATCH] Sending log files to stderr (TransferLog >&2)

I know that this is of little use for unix platforms because of the
possibility of piping to arbitrary commands. Under Win95, however, where
the Windows version is not run as a "service" but runs in an ordinary
shell window, it adds a new functionality to the (except for the startup
message) empty apache window:

The attached patch adds the possibility to send most of the log files to
stderr (or what the underlying OS makes out of "stderr"). So, when a
Win95 user configures
    TransferLog >&2
    ErrorLog >&2
then [s]he can monitor what happens to apache, load-wise.

I think it's quite useful for debugging and "small server" use.

The macro LOGFILE_STDERR defines the "magic" filename which will be used
for this purpose; I wondered if it should be set to "-" or to ">&2" --
what would you propose?

+1, although it'd be cool if you (or Randy in his logging patch) could
consolidate the various log file opening routines.
