@Fatorin Do we need to validate Trusted Publishing code firstly? And perhaps you could assist whoever owns `asf` account for operational steps later.

I checked out the Apache.Arrow package page, and it looks like they use [asf](https://www.nuget.org/profiles/asf) as a shared account.
However, it doesn't look like their code uses Trusted Publishing to release packages. Looks like they just publish manually.
For our setup, we'd first need to add the `asf` account to the `Apache.OpenDAL` Organization, then have `asf` set up the Trusted Publishing config for OpenDAL.
Once that's done, we can update the `user` value in our [deploy script](https://github.com/apache/opendal/blob/main/.github/workflows/release_dotnet.yml) to `asf`.
Theoretically, we shouldn't need to manually activate the account afterward, since I've already done a test login with it on another repo before, though this is just our specific case. For a brand new project setting this up for the first time, manual activation would still be required.
Here's what I set up before, for reference:
- **Policy Name:** apache-opendal-release
- **Package Owner:** Apache.OpenDAL
- **Repository Owner:** apache
- **Repository:** opendal
- **Workflow File:** release_dotnet.yml

Following Microsoft's [docs](https://learn.microsoft.com/en-us/nuget/nuget-org/trusted-publishing?utm_source=chatgpt.com#policies-pending-full-activation), we already verified the organization (Apache.OpenDAL), so we shouldn't need to verify it again.
I'm glad to help them if they run into any issues.
