In general, it does not require Python to build, as most users do not need to
run the buildconf script (tar -xf then ./configure).

The theory is that the subset of APR users who need to run buildconf is
extremely small, so it was helpful to the folks implementing that portion of the
build to use something more maintainable.   What is the situation that puts you
in the subset which needs to run buildconf?

(discussions on the validity of that decision belong on the dev@apr mailing
list; but we can at least understand here why you need to run buildconf)
